2023年(nian),圍繞陜煤(mei)集(ji)團(tuán)人力資(zi)源(yuan)優(yōu)化重點(diǎn)工作要求(qiu)和化工集團(tuán)減員提(ti)效(xiao)任務(wù)目標(biāo)(biao),陜(shan)化(hua)公司(si)在(zai)人力(li)資(zi)源管(guan)理(li)上堅(jiān)(jian)持“加(jia)減(jian)法(fa)”并用,嚴(yán)控(kong)勞動(dòng)用(yong)工,深(shen)挖(wa)員工潛(qian)能(neng),激(ji)發(fā)(fa)隊(duì)(dui)伍活(huo)力,全(quan)員提素摁下(xia)“快進(jìn)鍵”,人(ren)力(li)效(xiao)能(neng)得(de)到持續(xù)釋放。一(yi)季(ji)度(du)公司(si)主(zhu)要產(chǎn)品產(chǎn)(chan)量(liang)同(tong)比(bi)增(zeng)長(zhǎng)1.4萬噸,用工總(zong)量較(jiao)年初(chu)下降2.5%,全員(yuan)勞動(dòng)效(xiao)率同比增長(zhǎng)3.73%。

對(duì)(dui)標(biāo)(biao)先(xian)進(jìn),優(yōu)化定員(yuan)。2023年初,按照(zhao)化工集(ji)團(tuán)(tuan)人力資源(yuan)管控優(yōu)(you)化(hua)研究指(zhi)導(dǎo)(dao)意見和預(yù)定(ding)目(mu)標(biāo),綜合考慮公司(si)效能提升(sheng)及技術(shù)改造(zao)新(xin)增設(shè)(she)備(bei)設(shè)(she)施(shi)投運(yùn)等實(shí)(shi)際(ji),陜(shan)化公司(si)人(ren)力(li)資源(yuan)部(bu)重新(xin)編制了(le)《定(ding)編(bian)定(ding)員方(fang)案(an)》,進(jìn)(jin)一步(bu)細(xì)(xi)化(hua)了(le)各裝(zhuang)置崗(gang)位數(shù)(shu)量(liang)和(he)人員配(pei)置,明(ming)確了(le)機(jī)關(guān)、經(jīng)(jing)營(yíng)單位的定(ding)員標(biāo)準(zhǔn),同時(shí)以(yi)定編定(ding)員總(zong)人(ren)數(shù)對(duì)(dui)單(dan)位固定工(gong)資(zi)總(zong)額(e)實(shí)(shi)施包(bao)干,采(cai)取(qu)“減(jian)人(ren)不減資、增人不增(zeng)資”的(de)管(guan)控(kong)原(yuan)則,確保各單(dan)位(wei)用工(gong)人(ren)數(shù)不(bu)超(chao)編(bian)。
創(chuàng)(chuang)新用(yong)工,消化(hua)存量。針對(duì)(dui)部分輔(fu)助崗(gang)位(wei)用工結(jié)構(gòu)(gou)復(fù)(fu)雜(za)、管理難(nan)度(du)大(da)的現(xiàn)(xian)狀,積(ji)極探索建(jian)立(li)多元(yuan)化(hua)的(de)用工(gong)形(xing)式(shi)。經(jīng)(jing)過對(duì)(dui)氣化分廠原(yuan)運(yùn)工段(duan)皮帶(dai)崗(gang)位(wei)的多次調(diào)(diao)研,詳(xiang)細(xì)制訂(ding)了勞務(wù)外包(bao)實(shí)施方案(an)和人員安置(zhi)分(fen)流辦(ban)法(fa),引入(ru)市(shi)場(chǎng)(chang)化用工機(jī)(ji)制,逐(zhu)步規(guī)(gui)范(fan)崗位用工(gong)模式(shi),有(you)效配(pei)置內(nèi)(nei)外(wai)部(bu)人(ren)力資源,提(ti)高(gao)用工活(huo)力(li),降(jiang)低(di)企(qi)業(yè)固定成(cheng)本。
