為提升(sheng)承包(bao)商安(an)全標(biāo)準(zhǔn)化資(zi)料(liao)規(guī)范(fan)管理(li)水(shui)平(ping),5月份,公司組織(zhi)12個(gè)(ge)外(wai)委(wei)承(cheng)包商(shang)開展內(nèi)部(bu)對(duì)標(biāo)學(xué)習(xí)(xi),統(tǒng)一對(duì)(dui)照標(biāo)桿限(xian)期(qi)完成(cheng)整改、達(dá)(da)標(biāo),在綜(zong)合(he)檢(jian)查(cha)時(shí)(shi)全面(mian)驗(yàn)收(shou)。為(wei)固化對(duì)(dui)標(biāo)成果,后期又(you)多(duo)次宣(xuan)貫、檢(jian)查、督(du)促、整改(gai),目前,12家(jia)零星(xing)施(shi)工單(dan)位(wei)已建立健(jian)全(quan)安全(quan)標(biāo)(biao)準(zhǔn)(zhun)化生產(chǎn)體系(xi),承包商從業(yè)(ye)人(ren)員已(yi)統(tǒng)一安全(quan)帽標(biāo)識(shí),統(tǒng)一(yi)建(jian)立(li)固定辦公場(chǎng)所,往昔(xi)從(cong)業(yè)人員安(an)全、規(guī)(gui)范(fan)意(yi)識(shí)(shi)淡(dan)漠(mo),施(shi)工(gong)現(xiàn)場(chǎng)雜(za)亂無(wú)序(xu)的(de)不良現(xiàn)(xian)象(xiang)一(yi)去不(bu)返(fan)。

為(wei)規(guī)(gui)范承(cheng)包商從業(yè)人員(yuan)入廠條件,下(xia)發(fā)了《承(cheng)包商(shang)“紅(hong)線、底線”管理(li)規(guī)定》,采取多(duo)點(diǎn)(dian)布(bu)控(kong),源(yuan)頭把控(kong)的(de)方(fang)式(shi),堅(jiān)(jian)決(jue)杜(du)絕(jue)目(mu)無(wú)規(guī)矩(ju)、不合格(ge)的從業(yè)人員進(jìn)(jin)入公司施(shi)工(gong)現(xiàn)(xian)場(chǎng)(chang),對(duì)(dui)從(cong)業(yè)(ye)人員(yuan)違反(fan)紅線的(de),要求承包(bao)商堅(jiān)決(jue)給(gei)予(yu)除名。以(yi)“講、看(kan)、查、驗(yàn)”為抓(zhua)手(shou),嚴(yán)格(ge)審核承(cheng)包商隊(duì)(dui)伍(wu)、人(ren)員(yuan)入廠前(qian)資(zi)質(zhì)(zhi),開(kai)展(zhan)培(pei)訓(xùn)、體(ti)檢(jian)、機(jī)(ji)具入廠(chang)驗(yàn)收、安全技(ji)術(shù)(shu)交底(di)等(deng)要求(qiu)作為(wei)開(kai)工(gong)驗(yàn)(yan)收(shou)的(de)必(bi)備(bei)條件,有效(xiao)降(jiang)低安全風(fēng)險(xiǎn)。通(tong)過(guò)正面引導(dǎo)(dao)和(he)有效監(jiān)管(guan),承(cheng)包商從(cong)業(yè)(ye)人(ren)員(yuan)學(xué)習(xí)(xi)培(pei)訓(xùn)、考(kao)試、建檔(dang)已(yi)步入(ru)常態(tài)化(hua)。截至(zhi)目(mu)前(qian),17家(jia)外(wai)委單(dan)位(wei)已(yi)建(jian)立施(shi)工(gong)人(ren)員檔(dang)案(an)247份。
嚴(yán)查細(xì)(xi)管 提(ti)升管(guan)理水(shui)平(ping)
以(yi)“四不(bu)兩直”的方(fang)式,對(duì)承包商(shang)施工的(de)重(zhong)點(diǎn)(dian)領(lǐng)域(yu)、要(yao)害部(bu)位(wei)和關(guān)鍵(jian)設(shè)(she)施,進(jìn)(jin)行拉網(wǎng)式隱患排(pai)查治理(li),對(duì)(dui)作(zuo)業(yè)(ye)中(zhong)的(de)“三(san)違(wei)”現(xiàn)象(xiang),現(xiàn)(xian)場(chǎng)叫停(ting)。通(tong)過(guò)批評(píng)、培(pei)訓(xùn)(xun)、整改、驗(yàn)(yan)收合格(ge)后(hou)才能重(zhong)新(xin)開工。加大(da)對(duì)(dui)習(xí)慣性(xing)違章的(de)考(kao)核(he)力(li)度(du),對(duì)現(xiàn)(xian)場(chǎng)施工(gong)安全措(cuo)施(shi)落(luo)實(shí)(shi)不(bu)力(li)、安(an)全意識(shí)(shi)淡薄的(de)承包(bao)商開具(ju)罰款(kuan)單(dan),并(bing)對(duì)(dui)承(cheng)包(bao)商(shang)負(fù)責(zé)(ze)人(ren)及(ji)時(shí)(shi)進(jìn)行(xing)約(yue)談提(ti)醒,讓承(cheng)包(bao)商對(duì)陜化(hua)公司安全管(guan)理(li)要(yao)求(qiu)入(ru)腦(nao)入(ru)心(xin)、心存(cun)敬(jing)畏。今年(nian),在(zai)“三(san)個(gè)(ge)必(bi)須,五個(gè)(ge)到位”專(zhuan)項(xiàng)檢(jian)查(cha)中,發(fā)(fa)現(xiàn)(xian)問(wèn)(wen)題60余項(xiàng)(xiang),共(gong)考(kao)核(he)3萬(wàn)(wan)元(yuan);持(chi)續(xù)安排每周(zhou)專項(xiàng)檢查,重(zhong)點(diǎn)(dian)檢查承(cheng)包(bao)商(shang)安(an)全培訓(xùn)(xun)、自主(zhu)管(guan)理(li)執(zhí)(zhi)行(xing)情況(kuang),累(lei)計(jì)檢(jian)查違章(zhang)行為(wei)98項(xiàng)(xiang)。同(tong)步(bu)跟蹤整(zheng)改(gai)和考(kao)核落(luo)實(shí)(shi)情(qing)況(kuang),形(xing)成承包(bao)商(shang)管理閉(bi)環(huán)。
